Baltimore County Public Library's Woodlawn Branch rings in 2027 early for young children who will be asleep by midnight. From 11 a.m. to noon on New Year's Eve, kids make noisemakers, party crowns and a new-year calendar and color, then count down to a balloon drop at noon. It is aimed at babies, toddlers, preschoolers and early-elementary children with their grown-ups.
