On the morning of Halloween, Mesquite Library near Paradise Valley Mall turns part of its parking lot into a bike skills course for children. The two-hour rodeo, from 10:00 a.m. to noon, mixes riding practice with traffic basics: kids weave through cones and stations while volunteers explain how to signal, stop and watch for cars. Phoenix Children's Hospital partners with the library and hands out free helmets until they run out, so a child who has outgrown an old helmet can leave with a properly fitted one. Families may bring their own bikes; children without a bike or scooter can borrow one on site for the session. Nothing is charged. Because it falls on October 31, it pairs easily with an afternoon of costume plans. Anyone who needs an accommodation should call the library at 602-262-4636 (TTY 711) at least 14 business days beforehand.
